I don't know if it's red loctite; I thought it was blue (type 4202) loctite. Still, it means to break the hold you need to apply a lot of torque onto the screw at the first instant. For me, that simply meant putting a pair of vice-grips on the screwdriver and pushing down while smacking the vice grips... but I did have an impact driver in reserve.
TIP: Heat will normally loosen permanent loctite temporarily.
