Good seals will leave a very slight film on the fork tubes; enough to feel with your finger and enough to catch every dust particle that comes along but not enough to really see. Any more fluid than that and the seals are starting to go.
If you're going to be replacing the dust boots and fluid anyway, spend the extra $10 for new seals and do it all while you're in there.
