Does it misfire? Does it bog? Does it smell rich? What color are your spark plugs? Have you checked for vacuum leaks? Did you vacuum sync the carbs? Personally, I think it's either dirty carbs or a vacuum leak. Either that or the petcock is restricting flow, or the fuel filter is clogged from the rusty gas tank. There is no mention of replacing that.

Have you tried shifting out of first, maybe you need to find abigger hill to roll down, sorry...
