Thinking about it again the throttle cables may be frozen/rusted in place too and may need to be replaced. So while your at it grab a cable luber tools and cable spray.
Obviously the cables need to be kept lubed a little better.
With proper lube and maintenace they could last the life of the bike.98 GSX750F

I am pretty sure there is gas in the bowels, I can see it in the little plastic part under the tank? Am I right?
