Is there a Carfax or similar service for checking motorcycle history? Carfax doesn't accept motorcycle vins.

No, there is no single service that provides everything on a motorcycle VIN in the USA that I know of (there are such services in Europe). The best you can hope for is that your local police desk sergeant will run the VIN through their system -- which will let you know if it was reported decimated, rebuilt, stolen, but won't necessarily tell you if it was flooded (such as underwater in New Orleans during Katrina), otherwise insurance claimed without an accident report, or mangled at the hands of a mechanic.
