I was given Gear sadle bags as a present and I was wondering do I just lay the straps that keep the bags together across the seat! Or is there a way to put the straps under the seat so that the bags are locked when I am away from the bike?
I've done both . Fit fine on my bike either way . And a bungee cord acrosse the top helps keep them from hitting the pipes if you happen to have any weight in them .

Ive always strapped mine under the seat on all the bikes Ive had that I used saddle bags with. Plus if u ride 2 up w/ saddlebags ur passenger will thank you too for not having to sit on a strap
