1996 Katana:No Neutral light and will not turn over

I replaced my engine with a 2003 motor now I'm having problems.
I'm not getting any Neutral indicator light and it does not turn over at all.
My headlight and horn are working. I've checked the wiring harness connectors but they look ok. I also checked the fuse box and all fuses are ok. I dont see any thing unplugged any where so what could it be?

Thats plugged in but that wouldnt matter as long as its in neutral. The bike is in neutral currently.

Ok, I tried to bump start it and the neutral night came on as soon as I switched back into neutral. Its even turning over now. It sputters but does not start. So the battery is on the charger.

I assume the motor was slightly froze since its been in storage a few years without oil.
