1999 GSXf headlight question

Is the small lens above the headlight a light or just a lens and if its a light when should it come on,low beam or high beam as i am guessing its a blown globe or wiring fault if so.

It's a running or positional light. Should come on whenever the bike is on, as well as when it's put into running light mode (parked, running lights on).
