The reason it would, is the flammability of starter fluid is much higher than the fuel. So a weak spark that may not ignite or burn the normal fuel well, will burn better with the starter fluid.
I've had the unique experience of having multiple Kats at one time to test the low voltage issues, seen how common and irritating they can be, and test the various symptoms and tried alternatives before knowing it was a voltage issue. The minimal of 11v needed at the coils to start the bike with the starter is no joke.
