Ive been looking at member profiles and Ive noticed that a lot of members have an engine advancer. What is it and what does it do?

It causes the spark to fire sooner than stock.. You will see a slight increase in performance.. but start up time will be shorter (warm up.)

It is kind of like (well i guess it is actually like) taking an oler car and instead of making the itming 8 BTDC you make it 6 BTDC...

For your bike (98+), it will move the powerband in the lower three gears downward in the RPM range, so you can net more torque sooner in the RPM range. The side-effect is that it causes the engine to generate significantly more heat in those gears. Z has it right, except in the wrong direction; if you are advancing the timing, you are moving it further BTDC (before Top Dead Center).

Because the 98+ Kats use two ignition maps (controlled by the CDI using inputs from the Throttle Position Sensor [TPS] and a calculated gear value [based on speed and RPM]), the effect isn't the same in all gears, and some top-end (high-RPM) power is usually lost in the top three gears. Since few people notice the difference between 130 mph and 135 mph, it's a trade off many riders are willing to make. It is also one of the cheapest performance modifications available for the Katana, at under $50 for the replacement part (a different signal generator rotor, with the finger positioned some number of degrees forward of where the stock one is; 5 degrees is a common version). Note that this should only be done to the North American models; the stock European models are already advanced 6 degrees past where the American ones are.

      Cheers
