if that is all you are getting are 4 of those small rubber caps...i say local stealership. Because of no shipping charge, and it is said that if they are instock at the warehouse, then it should take like 4 days for them to get them (in theory). I personally would go to bikebandit or ronayers and print out the appropriate fiche diagram and take it to them with the part highlighted so they don't have any way to mess it up.

What do the plugs do? Kinda seems like they would prevent the carb from working properly. Someone care to explain this to me?

The plugs are there to keep the gas metered the way it NEEDS to be , while giving you access to the polit jet if it needs to be taken out . Fuel is SUPPOSED to go through the main jet first , the through a small port just past there to the pilot jet . If the plugs WEREN'T there ,then extra fuel will get into the system , making it run too rich .
