The Air/Fuel mixture screws aren't the only things that affect idle, and I wouldn't necessarily count any tuning as simple and certainly not an exact science of jet sizes and screw settings.
Check for vacuum leaks, diagnose whether you're running lean or rich, ensure the carbs are in full working order with a proper Jet-Kit setup if it has one, or intact stock components if it's sporting a stock setup, ONCE you have VERIFIED it is properly in order, tune from THERE.
Dirty carbs or otherwise mucked-up carb setups will get you nowhere as will messing around trying to circumvent vacuum leaks. Unlike me, my previous owner did not know this well.
EDIT: By the way, tuning is what I refer to as changing settings, syncing the carbs, and doing an Idle Drop and syncing the carbs again to ensure FULLY, PROPER carb operation.
