      I'd suspect that the "seller" doesn't want to sell it but is getting pressured to put it up for sale by their wife/girlfriend/mommy.

                  Hack the fenders, hack the frame, hack the exhaust. Half arsed rig them back up so they sorta will stay on the bike, but not actually take the time to do any of it "right" or even hide/cover/adjust for the "hacking" you did.

                  Take a flat board, throw some crap foam on it, and half arse staple some vinyl over it to make a "seat" you bolt to the hacked frame.

                  Spray rhino liner from the can or flat black spray paint on anything else...

                  Pick up some cheap chinese parts to put on to replace what you tore off to make it street legal.

                  Do no "Real" fabrication or work to actually make the bike "unique" and forget any kind of actual investment in properly painting/plating/prepping the parts other than use of a spray can....

                  So... take a bike worth $1k -1500, hack it up to about 1/3 it's value, then try to sell it for 5X the value saying what a "beaut" it is...

                  Ultimately, for most people... that's an insult to basic intelligence.
