Your idle should be steady and constant. The +/- 100 would simply be that you can set it at 1000 - 1200 rpms and your fine, but it should be a constant rpm.
Bouncy idle generally means you have vacuum/air leak somewhere near the carbs. It's causing the idle air/fuel mix to vary slightly as the rpms change and that makes the idle bounce.
