Electrical problem / Flickering lights

Hello everyone. I think i have a problem with the electrical installation. Not get enough power to headlights. When reading voltage to the headlights with the engine off is only 9 volts when it should have 12. when I start the engine the voltage show 11,80 V and my lights start to flicker. I mention that the battery has 12 V when it is switched off and 14.5 V when is engine runing. I have a 2001 Katana.Please help

Check your ground connections - hell, check all your connections.
