engine fooded & now no oil pump

Hi all, my petcock failed & flooded the engine. Drained the oil & changed the filter. Filled with new oil but its not pumping the oil now,as when started it the oil stayed in the sump. Nothing showing on the sight glass, could it be the regulator in the sump?
