Some people just WILL not let go of a bad purchase though.
Chances are he'll hear these things.
1) I paid more than that originally
2) I've almost put that much into a bike


Personally, they're both his problems, nobody elses. I'd offer him 1750, tops. I mean 2000 once you've got it insured, plated and done the new bike maintanence is fair for a bike of that age. You've got to think, there are newer cbr600's going for 3k-4k on a pretty regular basis.
