89 katana 600 tune up??

I am looking to buy a buddies bike from him (89 katana 600). The bike has switched hands locally for many years and now he wants to get rid of it. He said it is doggy on bottom end, and sometimes it revs up to like 3,000 rpm when you come to an idle. I have read some forums on here and some guys have the same problem. Is this a minor problem to fix, or is this year bike a lemon. I kind of need to know before I buy it I guess.

this is kinda hard to answer with out seeing it but i bet with a good tune up and maybe a carb cleaning it would be fine.it could be many things.the pros will give you a better answer.
