not running right

So my bike was running rought so i pulled the plugs and i found that 2 spark plugs were fouled so i replaced them and pulled the carbs or for a cleaning. I found some debre in the two carbs and clean them out and put everything back together. My bike runns better. but when i rev the motor if seams like the rps slowing come back down instead of coming down fast... what do yoy guys think is going on here?

Vacuum leak.

Most likely from the carb boots not seated right or not sealing well, though other reasons might be the cause.
