    I ran into this problem a few years ago. It was the petcock that needed rebuilt.

      might this be an issue with the throttle position sensor?

      NOTE THE POSITION OF THE SCREWS before removing it, but you may just need to clean the contacts on the TPS.

      The previous owner of my bike reported the identical issue. the assumed it was a broken throttle cable. Thought he had snapped the cable and stalled the bike. It wouldn't rev upon re-starting. I don't know for sure that a poor connection with the TPS was the culprit, but that is the only thing I messed with, and the bike has run fine for me (minus the time I did run out of gas).
