1996 katana carb issue?

I have a 1996 katana which I just replaced the head gasket on. I also re-shimmed the valves. Got it back together and it started up just fine when choked or with throttle but as soon as you release either it dies. Now it won't start at all

I'd start with dirty pilot jets. They are clogged. I'm pretty sure.

Just got it started and it runs right up to redline without any throttle??? I have the idle adjustment backed al the way out I believe.

Is the throttle cable adjusted properly? It's not holding the butterflies open causing it to idle that high is it? That would be my first guess.
