wont start WITH choke on?

Im just hoping to get some clarification on why my katana (96) wont start with the choke on. It wont even run with choke on after it is start, it just shuts off. As of now i can get it started ok, but its getting colder and im not sure how well its going to start up. Any ideas on whats happening?

Too rich. Float needles aren't seating, A/F screws are too far out, wrong jets, etc.

Too rich is the problem. Everything else RedKat mentioned is a possible cause of the too rich condition. One more possibility is you have a REALLY dirty or otherwise obstructed air filter.
