I have a RatioRite pitcher in my shop that I use to measure fluids of all types. Can get them at just about any auto parts store, or bike shop.

And use a piece of paper to measure from the lip of the tube to the oil. Then you can have them both at the exact same height.

You set the depth of the oil from the ring to the end of the metal tube. Set the ring on the top of your open fork tube, use the syringe to draw out fluid. Repeat for the other side, and you have a matched quantity of fluid in your forks.
