Impact driver, though if they're rusted they might snap.

I imagine they're loctited so try tightening a bit then loosening.

This is my method, and it works flawlessly for me:

Use a large set of vicegrips, and clamp them on the cams where the numbers are stamped near the sprocket (NOTE- this will be NOT on a bearing surface or a cam lobe.... do not EVER clamp vice grips on a bearing surface or a cam lobe!!!!)

Now, use the vicegrips like a kickstand to prevent the cams from turning while you loosen/tighten the bolts. You may have to keep your foot on the vicegrips to hold everything in place (do that on a piece of carpet or something if it's necessary).

          HEAT
use a propane torch and heat up the cam gear (not the bolt)
the bolts have red threadlocker on them that requires HEAT to remove them

ended up not needing heat or the impact driver!!

wrapped the cam in a few towels. threw it in the vice. put a wrench on the bolts, and hit with a hammer.

            repeat......repeat....broken free!

            thanks for the help!
