I'm assuming there is confusion about the terms "turn over" and "start".
It would have to "turn over" before it could "start".
Starting implies that it runs, as in fuel and air mixture combustion causing the engine to "run". "Turn over" implies only that the starter motor is engaging and the engine crankshaft is rotating.

Yea, pretty confusing description. Is your battery dead?

If the battery doesn't have enough juice, it will turn over and not start. Had this problem when I first got my bike and left the lights on. It may be time for a new battery, or make sure you charge it completely.
