sprocket bolt clearance from swing arm

What is the clearance between the bolts that hold on the rear sprocket and the swing arm? I can see where the bolt had etched marks into the inside side of my swing arm because of being too close (which tells me someone had the rear wheel off and forgot a spacer or something), because the bolt scraped and I can see where the previous owner ground down the bolt length to compensate leaving about 2.5 threads past the nuts. I can't tell if there is a spacer between the bearing and the swing arm or not. It looks like there possibly is a black washer or something, but the clearance is very tight now and seems as though it should be more. Help please!
