'91 fuel gauge question

I think my fuel gauge has a problem. The needle is very stiff when you try to move it. How free should the needle be? At this point, I'm not sure if I should just go ahead and replace the gauge or not. I've already replaced the sending unit in the tank with a good one and I've checked the wiring from the sender connection up to the meter and it shows good continuity. I've tried lubing the shaft with some fine oil, but it still seems a little too stiff.

Any ideas?
