just a thought,maybe they fllubbed the compression test by not going WOT,the leakdown proved all OK,and perhaps they didnt hook up some vacume or other hoses correctly ie: the tank vent and you simply had a case of vapor lock?

No they did the test with wot twice- They have the carbs back apart and are still playing with it now so i should get it back this week sometime
