Yeah , that missing rubber plug's gonna cause problems . Reserve judgment until that plug is replaced ..... What happens is gas goes up through where that plug SHOULD be , instead of being metered through the main jet like it's 'POSED to . Makes it run rich . Make sure the rest feel solidly seated while you're messing around there ....

Also go check out carbs 101 and do a "visual sync"

I wouldn't expect the machine to run with the idle adjusted "all the way in" or "all the way out"
