IF your an auto mechanic you should be able to clean and adjust the carb easy enough. there is tons of info on the site to give you guidance. Id fix it my self and save the jack if it was me

any idea why he has not rode it in three years?
Most of us are suffering withdrawel after 3 months of winter

But like a car ,plugs ,air, oil ,battery, fuel ,fuel lines and carb cleaning would be a really good place to start
Guys have carb and fuel issues from just the winter so you know than the fuel thats been in for 3yrs will be like varsol and mud

A start would be a little shot of gas in each carb and see if it fires

          good luck

            Welcome to KR.

Like the others have said clean the carbs, dump the gas that's in there and get some fresh stuff.

I'd also do the brake fluid and fork oil. It might need a new battery and tires too.
