More clarification on setting the floats?

I read the carb 101 thread and it says set it at 14.6 mm. Is this judged using a feeler guage? Is there other ways to set it? Maybe blowing air down into the fuel line and cutting the air off as the float bowl is leveled?

I usually just use a little metric ruler that came with an electronics toolkit .
