I took the tank off. Should fuel come out of the pet cock without anything hooked up? Isn’t it vacuum operated???

Only if you have it set to "Prime". Prime allows fuel to flow freely.

OR, if you're in the reserve position - meant to bypass the vacuum-operated "ON" position. Or, if the petcock has bad seals. 30 years old, 'n whatnot. I'd say it's bound to happen.....but......well, nope, it's bound to happen.
