Well, I'm sure someone will chim in with the correct info, because I really don't know. One way to tell is look at the O ring on top, if that looks bad, rebuild the thing.
If it's leaking, it's bad. If it doesn't flow fuel, it's bad or the screen is clogged. If it flows fuel in the 'on' position with the engine off, it's bad. If fuel comes out of the vacuum port, it's bad. If it does none of the above, it's good.
