Help bike wont run right

I have a 96 600 with

vance and hines pipe
stage 2 jets
k&n filter

Problem:
will only idle with choke on
runs erratic at all speeds
makes no difference what place on petcock it is set
number 3 and 4 plugs are fouling and are wet

Things I have tried:
cleaned carbs
replaced plugs

I had a similar issue last year but was able to correct by cleaning carbs and replacing plugs. Any help or suggestions would be greatly appreciated

If the plugs are wet then they are fouling and not firing right (uneven running. only running with choke)

Check your floats.. they might be stuck..
How did you clean the carbs? Maybe a full cleaning is needed

check to see if 3 and 4 plugs spark, if they do then it sounds like the carbs are flooding them before they can burn the mixture

Won't idle without choke = either crap in the carbs , or pilot screws not set right (betting on the former) .
Fluctauting idle .... going with "needs synch" .
Plusg wet , thinking floats off for some reason (o-rings , crap in the needle seats , or bad floats) .
Bring it by the house this weekend and we'll see what we can do .....

thanks guys I think I will break the carbs down completely because all I did last time was clean the bowls and spray carb cleaner and air through the orifices. I will update with progress when I get a chance to break them down.

Check those little holes like THRICE , because those little buggers are the cause of MOST people's carbs problems . The pilot jet under the rubber plug , the 3 little holes near the pilot screw .... all those things .
