On a more serious note....................
What I've often found is that someone crnaks down the tank bolt so that it bottoms out on the steel ferrule inside the rubber grommets, then they crank just a hair more, and it strips out the nut, because its a weak one anyway.
Putting pressure UP on that situation (anyway you can, but I use a prybar) will reintroduce the clean threads into the nut and it will come out usually.
Of course, the stripped out nut is still there, so it really does need to be replaced or over-tapped.
