Shifting problem

I have a 1995 600 katana, and it will get into every gear fine untill it just wont get into any gear higher than third when im riding it. Also the clutch is very hard to pull , so im wondering if the problem is with the cable? Should i lube it and then re-adjust it?

Yes lube and adjust.

Yeah , but even with a crappy cable , it SHOULD still go higher than 3rd gear . I have an old bike (like 30 years old) that won't go past 2nd , and I haven't figured out why yet ....
