so i was riding my bike today and i just wanted to see exactly how fast the bike really was so i was going 135 and the bike shut off and then it was acting really funny until i slowed down till about 70. i am assuming that its a govenor and i was wandering if there is anyway of taking it off

Sounds more like a fuel flow issue to me... Not enough flowing into the carbs when WOT for that long.

when ur bike shuts off does the tach drop to 0rpm?
i had a similar problem once, when my bike started to get to the upper RPM range it would stumble and shut off.. turned out my sidestand was loose and the vibration at those rpms caused it to bounce up and down and it would trigger the saftey switch on the sidestand immediatly killing the bike.
for the longest time i couldnt figure out y my bike was doing that untill i hit a bump one day and my bike died, it was like duhh.. then i pulled my sidestand up and tadaa bike kicked back on again"When in doubt, throttle out."

your switch has 3 settings: PRIME, RUN, RESERVE.
prime is to fill the carbs, and should not be left in this position more than 30 seconds
Run is for normal running of the bike, fuel will flow when bike is running
Reserve is a lower fuel port to allow you to get to a gas station, about 1 gallons worth.
the petcock is vacuum activated, and in other than prime, will only supply fuel when running. so at this point, you probably have one of a few things:
1. vacuum line from carb 4 to the petcock is leaking or split
2. Petcock diaphragm is faulty, and petcock needs rebuild
3. you have water or other gunk clogging your reserve fuel port in the tank
