Regarding the first top portion of the post, another source for determining the top fork diameter is going over to Convertibars and search for a particular vehicle in the "Shop" tab under "Convertibars Bike Specific Kits". From there it will tell you what the top fork diameter is because that is where their handlebars will clamp to.
