Is there silver paint on it or is just straight metal? I was going to buff out some scratches but I can't tell if it is just a paint, and if so then there's no point in trying to buff it. Anyone?

If you are talking about the top cover to which the handle bars attach, it is straight metal. This bolts onto the actual triple tree, which is painted black. My Bikes/Current: 1989 Suzuki Katana 750, 1980 Honda CB900C, 1973 Suzuki TS100, 2007 Yamaha Vino. The top triple is an aluminum cast part with a single stage paint coating, typically gray. The lowers and stem are steel, typically painted black.
You can polish the top triple, sand it smooth and repaint it, or cover it with a vinyl or plastic cover. You can't "buff out" the scratches though with out one of those 3 options being applied.
