Is there silver paint on it or is just straight metal? I was going to buff out some scratches but I can't tell if it is just a paint, and if so then there's no point in trying to buff it. Anyone?

If you are talking about the top cover to which the handle bars attach, it is straight metal. The top triple is an aluminum cast part with a single stage paint coating, typically gray. The lowers and stem are steel, typically painted black.
You can polish the top triple, sand it smooth and repaint it, or cover it with a vinyl or plastic cover. You can't "buff out" the scratches though with out one of those 3 options being applied.
