not sure how it is in texas..but in PA the inspection sticker goes on the left front fork. If you mean the registration sticker then doesnt it just go on the plate itself?
but yeah if you do need a sticker back there, many people have just hacksawed part of the fender off and left enough to keep the plate and some room back there, as is.

Are you talking like inspection sticker like you have to have on a military base? I seen someone that has plates made up that went on there forks. Looked pretty good.Kan-O-Gixxer!

Some states still require a sticker for emissions and such. Texas is one. It's supposed to be mounted near the plate (I may be incorrect there, don't live in Texas).
You can make a bracket that has a tab for the sticker. If you do a search for "license bracket", there are a couple of examples that could be easily modified.
As for the fork plate, I'd love to see it. I can't seem to get it to look good on my bike. My stickers are on my windscreen right now.Pain is just weakness leaving the body.

NC uses one of the front forks for the inspection sticker.
When we got my GF's bike inspected, they put the sticker at the bottom of the fork so that it's always visible - but when we did mine, they put it at the top of the fork (kinda hidden down behind the fairing) so it doesn't stand out, but you can still read it if you're up close.
