My fuel cap doesn't work, the key goes in, and I can twist it, but there appears to be no locking mechanism. I've looked pretty hard on ebay motors for a replacement, but they only seem to have them in the UK, and are unwilling to ship worldwide. Am I missing something? does anybody know where to get a replacement?

Disassemble and clean the one you have.
Or check ebay for a new/used one.
