My plan is to remove the headers, use a wire wheel on my drill to remove any rust / scale and then sand it a little over any rough spots. Once everything is wiped nice and clean I am going to slightly heat the headers with a torch (not red hot, about 90* or so) and then spray with grill/header/engine paint from a rattle can. Let dry and then do a second and maybe a third coat.
I think for my 15 year old factory exhaust this is perfectly adequate and worked fine when I did the same on my EX500.
