One of my forks is missing the knob on the top. is there any way to replace it or adjust the fork without it?

Is there clear evidence the knob was there and got broken to remove it?
If not, someone may have swapped a fork tube on you for a different year.

There's a thread within the last 3 days discussing fork oil, should be easy to find.
As far as the knob, turn counter clockwise, softens the front end a bit. Turn clockwise, firms it up. I have an 06 600 - on mine there's 4 clicks. 1 = furthest counterclockwise, and softest. 4 = furthest clockwise and firmest. Not a huge difference between 1 and 4 honestly... On your pre, I think it still has only 4 clicks, but I could be mistaken. It's easy to try to turn them more once they've reached the first or last setting and bigger them, so don't use too much force turning them. The manual available for download in the wiki covers this, might want to give it a read, it will have a better explanation.1998 Katana 750

that's normal on the pre kats. 3 settings, turns the dampening rod center, and it's circular... so you can turn it all you want to 1-2 3-1 again...
