Rear brake does exactly what it's meant to do, providing pads, rotors, fluid, master cylinder, hoses, linkage, light switch and lever are all in spec.
It's not going to stop your Kat, it's not meant to. It's a control and fine tuner brake, and an assist to the fronts when they are needed most.

if you have a lot of travel on the foot brake you have an issue, you should only have an inch or two tops of travel.
I use my rear brake more often than most do, that said its good for slowing when approaching traffic or a red light or locking up and sliding the ass of the bike out I use the rear when I dont need to stop fast for 2 reasons....1 so it remains functional an doesn't seize 2. replacing the rear pads is easier and cheaper than the fronts so why not94 GSX600F, V&H 4-1 Supersport exhaust
