Prices like that ($83/tire with the wheels already off the bike!) are why I started changing my own tires. A pair of tire irons, some 1/4 oz stick-on weights and a bead breaker from Harbor Freight, some soapy water for lube and those right-angle valve stems are all I needed.
I built my own stand for balancing. Just a pair of roller blade bearings on each side to support the axle, give the wheel a gentle spin and mark the top when the wheel stops. Do that a couple or three times and you've marked the light spot. I use duct tape to hold weights to the light spot until I've got everything right and then attach the weights with the double-sided tape they come with.
