i have a set of lowering links for a 01-03 gsxr, probly will fit other gsxr years, but my question is will these fit a 98 katana.

The lowering link or dogbone is for the rear. If I were to describe it it would look like a box end wrench, or wrench with both sides closed.
To lower the front all you would need to do is support the front of your bike via jack under the oil pan. Lift up the front wheel loosen the triple tree and clamp and slide the forks up equally. Clamp them back down and you are all done.
