Try this.
when I got my kat it was in a 1,000 pieces and I put it back together to find I had the same problem. After thinking that a quick tear down would be good enough I put it back together. Same thing. I got turned on to a product called berrymans. you can find it at almost any auto store. I completely tore down the carbs making sure to remove all the rubber and plastic pieces and soaked them overnight. The next day I rinsed them out blew air through all the channels and re-assembled the carbs. put them back on filled her up and she ran like a top. That berrymans is some great stuff. it ate right through all the varnish and carbon deposits. Give it a try if it doesn't work well at least you will know you have near factory clean carbs
