When sitting on the bike on the right side there is a fuel line coming out of the carbs . i was just curious isnt that line supposed to go into the back of the fuel tap.. just wondering because i took it to the shop and that fuel line is still on the bike and connected to the carbs, but not to the fuel tap.

btw I its a 99 kat i was referring to....

That could be one of the carb overflows that go over the air filter.

There should be three fuel line connections from the tank. Petcock fuel out, carb vacuum in, filler cap overflow, as well as the electrical fuel sensor cable.

Petcock line goes to fuel filter connection, vacuum goes to carb 4 iirc, drain dumps out right side of frame near footrest.

On your carbs you'll see another two rubber hoses, these go from both carb pairs, loop over airbox, and dump out just in front of battery tray.

You positive it is coming out of the carb? I have another one that is attached to the battery box for a non-sealed battery.
