Picture yourself walking down the sidewalk on a windy day while holding a sheet of plywood. If you hold the wood from the bottom and the top it would be very difficult to hold a straight line. If you hold the wood from just the top, the bottom might swing but you should be able to hold your line.
On windy rides I let the bottom of my bike "float" underneath me and am able to hold my line by leaning into the wind.
