LOOKS like the crankcase breather . Larger diameter hose that goes into a lil box on tiop of the engine ? Dunno why gas'd be spewing from THERE , though / Unless you got tons of gas in the case that's evaporating out or something . But there SHOULD be a filter on the end of that hose , too .
I am a fluffy lil cuddly lovable bunny , dammit !

Yes it is the breather tube. If you have gas spewing from there, you have a major problem. Is the nut on the bottom or the throttle cable in the wrong place? Shouldn't it be underneath the cable mount? Are the 98's different.

If it's actually leaking from the hose in the picture (and not from the underside of the tank or a pinhole leak in a fuel-line or carb seal):

              (A) Your carb floats are over-flowing fuel into the engine. Whether it's happening only when running or when parked is dependent on whether the petcock is set to PRI (prime) or defective [prime or defective = gas flowing when the bike is off]

              (B) When your engine gets hot, the oil heats up, boiling the fuel out of it. The fuel rises to the top of the crankcase, passes out of that hose and normally gets sucked back into the airbox. Without an airbox there, there's no vacuum to pull it along, and it's just condensing back into liquid right there on the spot.

Oh, and by the way, liquid fuel destroys the oil's viscosity, as well as washing down the wall of the cylinder where the rings ride (greatly accelerating wear on that cylinder). Drain the oil to start...

Good luck... you've got a bunch of work ahead of you.

              Cheers,
